The Values Principles and Standards for Participatory Budgeting
This document provides participatory budgeting (PB) projects with a way to understand the values, principles and standards they already or could adopt in their process, and to what extent.
Our Seven Values for Participatory Budgeting are:
“Deliberation”, “Transparency”, “Accessibility”, “Local Ownership”, “Scale”, “Support for Democracy” and “Shared Responsibility”.
For each we provide a short statement, or principle, as well as a set of standatds to unpack the individual values.
The document also includes links to further reading and information related to improving the quality of participatory budgeting processes.

The original Values, Principles and Standards for a successful PB process and participatory culture in the UK were first developed around 2009. Experienced community development practitioners who were involved in PB projects at that time helped draw them up.
They have been updated in 2024 by Shared Future to reflect an ever widening range of PB practice that has emerged over recent years. This document has therefore evolved from many years of PB in the UK, and will continue to evolve.
