Workshop 1: The city of Empaville and Participatory Budgeting

Throughout the country, cities, towns and neighbourhoods are facing many challenges when it comes to shrinking budgets and tackling climate change. We are constantly being told “there is no funding for this”. The vast majority of citizens don’t know they could have a say in the decision making processes on local budgets. 

Welcome to the world of Empaville. Shared Future CIC and Southampton University are coming together to explore why, more than ever, local authority budgets should and can have more democratic participation to protect and serve everyday people like you. 

Rather than tell you, we’ll put the power of participation in your hands. We invite you to the city of Empaville – A fun and interactive role-playing game that simulates a climate themed Participatory Budgeting process, integrating in-person deliberation with digital voting.

Workshop 2: Legislative Theatre – Watch, Act, Propose, Vote

In Legislative Theatre, communities create a play based on their lived experience of ineffective or inequitable policies and practices. Audiences of peers and policymakers watch, discuss, and act onstage to rehearse strategies to confront the problems presented, testing innovative policies in real time. Everyone presents their drafts and debates new rules and policies, working together with advocates and government representatives. 

Finally, audience members vote on these new rules, and decision-makers commit to future actions. Learn about recent LT initiatives with Glasgow City Council, Greater Manchester Combined Authority, Trussell Trust and more, and take part in a dialogue about how these processes could be adapted to other contexts!
