The Elmbridge Climate Change Citizens’ Panel was commissioned by Elmbridge Borough Council. The Panel ran from June to October 2025 and was facilitated by Shared Future.

In April 2025, 5,000 letters were sent to randomly selected addresses across Elmbridge, inviting residents to take part. 119 people responded, registering their interest and availability, from which 23 participants were randomly selected to reflect the many diverse backgrounds and experiences across the borough.

The Panel was asked to deliberate and produce recommendations in response to the following question:

‘What steps can we take locally to address climate change and protect the environment?’

After 32 hours of deliberation, the Panel produced 18 recommendations on travel and transport, housing, green spaces, and more.
